Dubai like the rest of the emirates is backed by Abu Dhabi and has had multiple multi-billion dollar budgets from Abu Dhabi. The UAE is not running out of oil anytime soon with reserves of over 100 Billion barrels of oil and a local population of less then one million.

Ok Dubai does not depend on oil, BUT it depends on the wealth of people in the middle east, now if countries in the middle east run out of oil, this will have huge impact on Dubai.
